I am directed by the Comptroller and Auditor General

to acknowledge the receipt of Mr:Lucas's leuter, No:53847,

of the 4th instant relating to the audit of the accounts

Kowloon Railway, and, in reply, to acquaint

of the Canton

you, for the information of the Earl of Elgin, that he

concurs in the arrangements which have been proposed by

the Local Auditor of Hong Kong for undertaking this work.

2. I am at the same time to say that he is of the opinion,

as stated in the letter to you from this Department, No:333,

of the 27th May last, that the Local Auditor should be

provided with such extra clerical assistance at Kowloon

as may be necessary, and he therefore recommends Mr:Phelipes

request for the services of an additional clerk for the

favourable consideration of the Secretary of State.
